2 — Aggregation by hazard category
For each hazard category the sum of (quantity held ÷ qualifying quantity) is taken across all substances classified in that category. Where the sum reaches 1.000 the establishment falls within scope at the corresponding tier.

5 — Method statement
- Qualifying quantities are taken from the rule tables held in the engine. Named substance entries take precedence over hazard category entries; where a substance falls in more than one category within a group, the lowest qualifying quantity is applied.
- Aggregation, segregation, headroom and intake decisions are computed by explicit arithmetic against those tables. Each output above carries the identifier of the rule that produced it.
- A language model is used in this system for one purpose only: extracting substance identity and hazard classification from uploaded safety data sheets, for review and confirmation by a competent person before the record enters the substance register. It computes no threshold, classification outcome or verdict.
- Substance records sourced from safety data sheet extraction are marked as such in the substance register and can be traced to the originating document.
